مجھے جو سمجھ آیا ہے وہ یہ ہے کہ:

1۔ پبلک ڈومین کا مطلب ہے کہ پاکستان میں مصنف کو مرے ہوئے 50 برس گذر چکے ہیں اور اسکے بعد اسکی کتاب مکمل طور پر کاپی رائیٹ فری ہے اور کمرشل/نان کمرشل اور ہر طرح کی تبدیلیوں کے ساتھ استعمال کی جا سکتی ہے۔

2۔ جبکہ گنو کا مطلب ایسا لائسنس ہے جس کے ساتھ آپ اپنی "نئی" پراڈکٹ ریلیز کرتے ہیں۔ (یعنی اسکے لیے آپکو مرنا اور ہم کو 50 برس انتظار نہیں کرنا پڑے گا )
مثال کے طور پر ایک کمپنی نے ایک نیا سافٹ ویئر بنایا اور وہ اس کو فری ویئر کے طور پر پبلک کے لیے ریلیز کرنا چاہتی ہے، تو اسکے لیے وہ گنو لائسنس کا سہارا لے سکتی ہے جو اس بات کو یقینی بنائے گا کہ یہ پراڈکٹ ہر جگہ فری ویئر ہی رہے۔

میرا ذاتی خیال یہ ہے کہ جو کتب اردو ویب شائع کرے مصنف کی اجازت سے، یا ای پبلشنگ۔ ان کو جی ایف ڈی ایل میں رکھے۔ اور جو کتب پبلک ڈومین میں ہیں ہی، ان کے لئے لائسینس کی ضرورت اگر ہو تو وہاں بھی ایف ڈی ایل ہی چل سکتا ہے۔ اس صورت میں لکھ دیا جائے کہ کتاب مکمل آزاد ہے۔
کیوں کہ میں پی ڈی ایف کی بجاے ورڈ اور ٹیکسٹ فارمیٹ پسند کرتا ہوں تو کم از کم ٹیکسٹ فائل میں تو ہیڈر میں یہ اطلاعات نہیں دی جا سکیں گی۔ اس لئے میں ہر سورت میں بہتر سمجھتا ہوں کہ کتاب کے آخر یا شروع میں ہی یہ اطلاعات دے دی جائیں۔

کاپی رائٹ ایکٹ 1957 کا مطالعہ کرنے پر ، جو حکومتِ ہند نے قبول کر رکھا ہے(، یہ معلوم ہوتاہے کہ لائبریری میں اس کا استعمال ایسا ہی ہے جیسا کہ فزیکل لائبریری میں کوئی کتاب رکھی جائے، چناں چہ اس رو سے تو ہم ساری کتابیں ہی رکھ سکتے ہیں۔ الفاظ یہ ہیں:

Subject to certain conditions, a fair deal for research, study, criticism, review and newsreporting, as well as use of works in library and schools and in the legislatures, ispermitted without specific permission of the copyright owners. اسکا اہم نکتہ یہی ہے کہ اراکین جن کتابوں کو پبلش کر رہے ہیں وہی اسکے صحیح کاپی رائیٹ بیان کرنے کے ذمہ دار ہیں۔ اور اگر کوئی غلط معلومات فراہم کرتا ہے تو "اردو فورم" کا ایک تھریڈ ایسا ہو جہاں اسکی رپورٹ کی جا سکتی ہو۔
